Named by Edwin Percy Phillips (1884–1967) botanist, taxonomist and plant collector. He studied at the University of Cape Town, obtaining a DSc in 1915. Thereafter, he became curator of the South African Museum (1911) and curator of the National Herbarium in Pretoria (1918). He is noted for his monumental work, The Genera of South African Flowering Plants (1926), South African Grasses (1931), and Weeds of South Africa (1939). He also published more than 200 papers. He held many important and influential positions such as secretary of the South African Biological Society (1919–1944), and scientific liaison officer for the Council for Scientific and Industrial Research in Washington (1946–1948). He also represented South Africa at international conferences. He was a Fellow of the Linnaean Society and the Royal Society of South Africa.
