La. penna = a feather; setum = a bristle. The spikelets are surrounded by feathery bristles.
Etymology of rangei:
Commemorating Paul Range (1879-1952), a government geologist and amateur botanist in the former SWA (Namibia). He collected extensively but particularly in southern Namibia
